Education

College of Notre Dame of Maryland appointed Mona Weber as director of recruitment for the accelerated and weekend college programs for the North Baltimore Catholic women's college.

Loyola College in Maryland selected Louise Miller-Finn as the school's vice president for information technology and chief information officer.

Harbor Hospital named Robert S. Arp vice president of development for the South Baltimore MedStar Health member facility.

Novavax Inc. announced the selection of Len Stigliano as vice president, chief financial officer and treasurer of the Rockville-based producer of vaccines for treatment of infectious diseases.

Visicu Inc. appointed Connie D'Argenio as vice president of sales for the Baltimore-based health care information technology and clinical solutions company.

Gorman & Williams admitted Razvan E. Miutescu to the Baltimore-based regional law firm as an associate. He will focus on maritime, commercial and financing law.

Riggs, Counselman, Michaels & Downes Inc. said Guy Phelan has joined the Baltimore-based insurance broker as vice president of its financial services division.

Blue Square Energy, based in North East, appointed Alan Swanson as vice president of manufacturing operations for the maker of silicon solar cells.

Alter Communications appointed Cindy Wick Plackmeyer as director of marketing. She will oversee growth initiatives, branding and promotion of the Baltimore-based integrated media company's products.

Friends Care Inc., a developer of programs and services for seniors, named Alice Cherbonnier, president of Allegro Communications, and Cartan Kraft to its board of directors.

Century 21 Diana Realty said Chuck Miller and Bryan Sutton have joined the staff of the Bel Air-based residential real estate firm as sales associates. They will serve clients in Harford and Baltimore counties.

J.S. Edwards Ltd. named Michael Kiewe as merchandise manager and shoe buyer for the Pikesville clothing retailer.

Services

Westat Inc., the Rockville-based research firm, said Bruce F. Romer joined the firm as vice president of administration. He was previously chief administrative officer for Montgomery County.
