Council confirms Dorsey as county budget chief
Baltimore County's deputy budget director has been promoted. Keith A. Dorsey won County Council confirmation this week as director of the Office of Budget and Finance.
Dorsey, who started as a budget analyst for the county 24 years ago, becomes the government's first African-American budget chief. The 52-year-old Owings Mills resident will oversee 395 employees.
He succeeds Fred J. Homan, who had overseen the department since 1999 before becoming county administrative officer this week.
Other appointments confirmed by the County Council this week include those of Thomas H. Bostwick as deputy zoning commissioner and Edward J. Gilliss as vice chairman of the Planning Board. William J. Wiseman III was confirmed for another term as zoning commissioner.

Hit-and-run victim identified
Police yesterday identified the victim of a fatal hit-and-run accident Wednesday in Dundalk.
Pedro Colon, 35, of the 6400 block Bushey St. in Baltimore, was killed shortly after midnight while crossing Dundalk Avenue. Colon was struck by a northbound car, according to police.
Police said yesterday that they had found a white, older model Ford Tempo that they believe was the car that struck Colon, but would not say where the car was found. No arrests had been made, police said.
Catonsville
Fireworks reset for tomorrow
The fireworks display in Catonsville that was canceled Wednesday night because of heavy rain has been rescheduled for tomorrow, organizers said.
The display is scheduled for 9:15 p.m. at Catonsville High School, 421 Bloomsbury Avenue.
Essex
Robbery inquiry continues
County police were trying to identify two men suspected in an armed robbery last week at an Essex convenience store.
Two men entered the Royal Farms store in the 800 block of S. Marlyn Ave. at 4:50 a.m. June 24, and one of them displayed a handgun and ordered the clerk to open the cash register, police said. The other man came up behind the clerk, pointing a handgun at her, and the two men forced her to get down on the floor while they removed an undisclosed amount of money from the cash drawer and took a carton of cigarettes before running out of the store.

Suspect named in bank robberies
Police asked yesterday for the public's help in finding a man who is wanted for a bank robbery in Frederick and who is a suspect in four robberies and an attempted robbery in Baltimore County.
Frederick police have obtained a warrant for the arrest of Bryant Mitchell Johnson, 43, of Taneytown in the June 16 robbery of a bank in Frederick, according to authorities.
Baltimore County detectives believe Johnson is responsible for four unarmed robberies and one attempted robbery in the county. In those robberies, the description of the suspect matched the description in the Frederick robbery, and the suspect passed a note and behaved in a similar manner, county police said.
