Miller promoted by Care First

Gregory M. Miller of Ellicott City has been named vice president of the Program Management Office at CareFirst BlueCross BlueShield.

In his new position, Miller will oversee all of the insurer's corporate initiatives and will work to identify opportunities and prioritize projects.

Miller will also oversee budgeting, financial management and resource allocations for projects designed to improve the company's service, operations and efficiency.

Last year, he joined CareFirst, a not-for-profit independent licensee of the Blue Cross and Blue Shield Association, as vice president of information technology business operations.

Citizens group elects Mugane

Bridget Mugane, a lawyer in private practice, has been elected president of the Howard County Citizens Association.

She is a member of the Long Reach Village Board, the Focus Group for Columbia Downtown established by the Department of Planning and Zoning, and she represents the citizens association on the Department of Planning and Zoning's infill committee.

Betsy Singer, co-chair of the Howard County Commission on the Environment and Sustainability and a communications director at the National Institutes of Health, was elected vice president.

Lloyd Knowles, a founding member of the Coalition for Columbia's Downtown and a former member of the Howard County Council, was elected treasurer.

Walter Carson, general counsel for the Columbia Union of Seventh-day Adventists and a member of the Howard County Public Adult Guardianship Review Board, was elected secretary.

The Howard County Citizens Association is a nonprofit, nonpartisan organization promoting citizen participation in county affairs.
