Under a new federal law, people must prove their citizenship or long-term legal residency to qualify for Medicaid, the health insurer of last resort for the poor. In Maryland, this requirement has led to thousands of people losing their Medicaid benefits for lack of documents.

131,000 people were denied recertification for Medicaid from August of last year to this April - an increase of roughly 16,700 over the same period the year before.
