Carl Yowell and his wife, of Windsor Mill, disagree on the meaning of weather terminology seen or heard on local TV: "She believes 'mid-upper 60s' means the middle TO the upper 60-degree range (64-69). I believe it means the middle OF the upper 60-degree range (68). Can you provide us with the official meaning?" Your wife wins, Carl. WJZ's Bernadette Woods says it's middle TO upper. But there's no "official" meaning. Such phrases are "fudge factors," meant to bracket a range of possible values.
