As reported in the March 3-4, 1982, edition of The Howard County Sun:

Citing steep cuts in federal funding to human services, Columbia developer James Rouse has called on local business leaders to donate 5 percent of their pre-tax earnings to threatened agencies and create a task force to identify Howard County's greatest needs.

Speaking before the Greater Howard County Chamber of Commerce last week as a member of President Reagan's Task Force on Private Initiative, Mr. Rouse urged his listeners at the Turf Valley Country Club to "raise up in Howard County a model of the New America with the resources available to us in the private sector."

Afterward, Chamber of Commerce President Roberta Dillow said she had received substantial support for the task force concept and planned to discuss it at this week's board meeting.
