An Annapolis alderwoman is expected to introduce tomorrow a resolution supporting Lamar S. Owens Jr., the former Naval Academy quarterback acquitted of a rape charge but recommended for expulsion for misconduct.
Classie G. Hoyle, a Ward 3 Democrat, said that "the city should step forward and support this young man," and advocate that he be allowed to graduate.
"We have used this guy to bring fame to the academy, and he's been academically sound and completed all the requirements and been acquitted," she said.
Owens was acquitted in July of raping a female midshipman in her dorm room Jan. 29, 2006, but was convicted of conduct unbecoming an officer because he had sex in the academy dormitory and violated a protective order when he walked past her room.
Vice Adm. Rodney P. Rempt, academy superintendent, recommended his expulsion this month. Assistant Navy Secretary William Navas will decide his fate.
If expelled, Owens would not have to repay the $130,000 cost of his education, but he would not be allowed to graduate or receive a commission in the Navy.
The council meeting will begin at 7 p.m. at 160 Duke of Gloucester St.
