House passes Iraq resolution
In the first official step by Congress to criticize President Bush's conduct of the war in Iraq, the House of Representatives approved a nonbinding resolution yesterday disapproving of his plan to send more U.S. troops to Baghdad. pg 1A

Teacher faces sex charges
A 27-year-old, female teacher in Columbia this week become the third Howard County teacher since January to be charged with multiple sex offenses involving a minor. Police allege she had a pair of sexual encounters with a 15-year-old boy two years ago. Police said they began to investigate on Monday after the boy divulged the encounters to his therapist, who was legally required to tell authorities. The teacher was later released on $75,000 bond Thursday and remains on paid administrative leave from her job. pg 1B

Violence mars Carnival's start
The Brazilian city of Rio de Janeiro entered its famously joyous Carnival weekend yesterday as a surge of violence has raised questions about the effectiveness of police and troops drafted to curb the mayhem.
