Lowell T. "Tom" Haines, former director of the Carroll County Department of Social Services, died Sunday of a rare brain disorder at Carroll Hospice's Dove House in Westminster. The former longtime Woodbine resident was 75.

Mr. Haines was born and raised in Woodbine and graduated from Woodbine High School in 1949. He earned a bachelor's degree from Western Maryland College, now McDaniel College, in 1953 and a master's degree in social work from the University of Pennsylvania.

He began his career in Baltimore as a social worker for the city Department of Social Services. He was director of the Carroll County Department of Social Services from 1966 until retiring in 1988.

He was a former member and founder of Human Service Programs of Carroll County Inc. and Carroll County Food Sunday.

Since 1988, he had lived in Columbia Falls, Mont. A lifelong hunter and sportsman, Mr. Haines had "hunted on every continent except Antarctica," said his wife of six years, the former Sylvia V. Canon.

Mr. Haines had visited every park in the National Park System and enjoyed feeding wild turkeys and deer.

He was a member of Morgan Chapel United Methodist Church in Woodbine.

Services were Thursday.

Also surviving are a stepson, Thomas Canon II of Westminster; a stepdaughter, Laura Black of Littlestown, Pa.; and six step-grandchildren. His wife of 47 years, the former Delores Rae "Dody" Lewis, died in 1999.
