Code home rule is focus of hearings
The county commissioners have scheduled two public hearings on whether Carroll should consider adopting code home rule.
All residents are welcome to comment on the proposal to have the voters decide whether Carroll should change its form of government. Information on code home rule may be found online at http:--ccgovernment.carr.org/ccg/codehom e.
Comments also may be sent to the county attorney's office, 225 N. Center St., Westminster 21157.
Public hearings will be held at 7 p.m. Tuesday at Oklahoma Road Middle School on Oklahoma Road off Liberty Road, Eldersburg; and Aug. 1 at the County Office Building, 225 N. Center St., Westminster.
Recycling earns reimbursements
The Carroll County Recycling Center at Northern Landfill offers aluminum can reimbursements from 9 a.m. to 3 p.m. weekdays and 8 a.m. to 2:30 p.m. Saturdays.

The recycling center also accepts: all glass food and beverage containers, plastic bottles Nos. 1 through 7, aluminum and bi-metal cans, mixed paper, books, paper bags, mail, envelopes, nonmetallic wrapping paper, cardboard and paperboard boxes, car and truck batteries and textiles.
All food and beverage containers must be rinsed and lids removed and discarded. Textiles must be clean and delivered in clear plastic bags.
The recycling center drop-off site is available from 7 a.m. to 4:30 p.m. weekdays and 7 a.m. to 3 p.m. Saturday.
Drop-off site opens for electronics
Carroll County Recycling Operations provides a permanent drop-off site for used electronics.
Acceptable items can be dropped off at Northern Landfill's Recycling Center during regular hours 7 a.m. to 4:30 p.m. weekdays and 7 a.m. to 3 p.m. Saturdays.
Acceptable items include: computer monitors, speakers, mouse keyboards, cables and cords; televisions (no consoles); central processing units; cell phones; personal digital assistants; printers; power supplies; laptop computers; scanners; and miscellaneous circuit boards, chips and cards.
Unacceptable items include: wooden stereo speakers, software, kitchen/bathroom appliances, paper/cardboard and Styrofoam.
