BGE rate bill passes in session

A plan to hold this summer's BGE electricity rate increase to 15 percent and fire the Public Service Commission was passed in a special session of the General Assembly with veto-proof majorities in both chambers. It was a major turn in a saga that has dominated Maryland politics for months and brought anxiety and confusion to BGE's 1.2 million residential customers. Lawmakers also passed a bill requiring prison sentences of at least 25 years for the most dangerous child sex offenders.

Publisher disappears while sailing

The disappearance of publisher Philip Merrill from his sailboat June 10 triggered an intensive search of the Chesapeake Bay. A memorial service will be held Thursday in Washington for the publisher, philanthropist and former diplomat, who is presumed to have drowned. Merrill was chairman of Capital-Gazette Communications Inc., publishers of The Capital of Annapolis and Washingtonian magazine.

Man is charged in theater killing

A 2005 graduate of Loyola College who lives in one of Baltimore County's most affluent neighborhoods was charged with first-degree murder in the apparently random killing of a 62-year-old medical supply salesman in an Owings Mills movie theater. Police said Mujtaba Rabbani Jabbar, 24, told them he had planned to kill someone for several months.

Drug case didn't stop teacher

A Baltimore special education teacher caught by police with several pounds of cocaine in his car continued to teach for a year after he pleaded guilty to the charges in federal court, up until he was sentenced to seven years in prison, his lawyer and school system officials said.

Rights groups sue Baltimore police

The NAACP and the American Civil Liberties Union sued the Baltimore Police Department and the state-run city jail, alleging that thousands of people routinely arrested are held for hours without being charged.

Aquarium expansion deal moves ahead

Baltimore development officials and the National Aquarium have brokered a deal that will allow a $110 million expansion on the Patapsco River's Middle Branch to proceed.
