Maryland ready for disaster

Maryland is one of only 10 states considered to have sufficient plans to respond to disasters, the Homeland Security Department said. In other states, however, the shortcomings in emergency planning, including antiquated and uncoordinated response guidelines, are cause for significant national concern, the department said.pg 3a

Man charged in theater killing

A 2005 graduate of Loyola College who lives in one of Baltimore County's most affluent neighborhoods was charged yesterday with first-degree murder in the apparently random killing of a 62-year-old medical supply salesman in an Owings Mills movie theater Thursday night. Police said Mujtaba Rabbani Jabbar, 24, told them he had planned to kill someone for several months. pg 1a

Drug case doesn't stop teacher

A Baltimore special education teacher caught by police with several pounds of cocaine in his car continued to teach for a year after he pleaded guilty to the charges in federal court, right up until he was sentenced yesterday to seven years in prison, his lawyer and school system officials said. pg 1b

Job creation stalls in Md.
