SMOKING BAN -- The Howard County Council is expected to take final action on a proposal to ban smoking in all public places at its 7:30 p.m. meeting at the George Howard Building, 3430 Courthouse Drive, Ellicott City.


FARMERS' MARKET -- The opening of a new Howard County Farmers' Market location will be celebrated at 9:45 a.m. at Oakland Mills Village Center in Columbia. The market will be open from 10 a.m. to 1 p.m. Tuesdays through Nov. 21. 410-730-4610.

GREEK FOLK FESTIVAL -- The St. Nicholas Greek Folk Festival will take place from noon to 11 p.m. at St. Nicholas Greek Orthodox Church, 520 S. SUMMER GAMES -- Opening ceremonies for the Special Olympics of Maryland Summer Games will take place from 7:30 p.m. to 9:30 p.m. at Johnny Unitas Stadium at Towson University. The ceremonies will include a fireworks display about 9 p.m. The games will continue Saturday and Sunday.


ETHNIC FESTIVAL -- Inner County Outreach of Harford County will hold its third annual multicultural fair from noon to 4 p.m. at Festival Park, off North Philadelphia Boulevard in Aberdeen. Admission is free. 410-272-3278.

PHILIPPINE-AMERICAN FESTIVAL -- The annual Philippine-American Festival will be presented from 11 a.m. to 6 p.m. at the Baltimore County Courthouse Plaza and Chesapeake Avenue in Towson.
