Blair, a detective lieutenant, became head of the city FOP last week after the police union's board of directors voted to remove and expel Lt. Frederick V. Roussey as president. Blair had been the union's vice president.

Career highlights

He joined the Police Department March 31, 1969, and rose through the ranks to become head of the vice unit in the organized crime division. He joined the FOP in January 1972 and has been a board member for the past 12 years.


Blair, 55, has been married for 33 years to Kathleen Blair and has three daughters. A graduate of Cardinal Gibbons High School in Southwest Baltimore, he earned an associate's degree in law enforcement from Baltimore City Community College.
