Douglass' forfeiture is upheld

An independent hearing officer upheld a decision by Baltimore City school board officials that forced Douglass High's football team to forfeit its 9-1 regular season, city Division II title and No. 2 seed in the Class 2A North Region playoffs for using an ineligible player.

Ned Sparks, executive director of the Maryland Public Secondary Schools Athletic Association, said he was notified yesterday of the decision by Elise Mason, an attorney who heard Douglass' case on Dec. 22. Sparks would not comment further on the 12-page report, citing a need to notify city officials of Mason's decision.

Douglass principal Isabelle Grant and athletic director Mary Hughee had contended they had documentation that supported the student's eligibility. However, according to sources familiar with the hearing's proceedings, Douglass did not produce the documentation.
