SPAMER, JAMES

On Wednesday, January 26, 2005, JAMES S. SPAMER, 79, of Jensen Beach, FL and Alpine Lake, WV, died at Martin Memorial Medical Center after a brief illness. Mr. Spamer was born in Baltimore, MD, on March 14, 1925. He was educated at the Baltimore Polytechnic Institute, studied sanitary engineering at the University of Illinois, and received his Bachelor of Science in Civil Engineering from the University of Maryland in 1946. Following his graduation from the University of Maryland, he taught Civil Engineering and Surveying from 1946 through 1948. He served in the United States Army during World War II. From 1953 through 1982, Mr. Spamer was the principal owner of James S. Spamer & Associates, a Towson, Maryland based civil engineering and surveying firm. Mr. Spamer sold his business in 1982 but continued operation as a division of John E. Harms, Jr. & Associates, Civil Engineers, until his retirement in 1985. Mr. Spamer was a Registered Professional Engineer and Land Surveyor in Maryland, Washington, D.C., Delaware, and Georgia. He was a member of the Maryland Society of Surveyors, the NATIONAL SOCIETY OF PROFESSIONAL ENGIneers, and the American Society of Professional Engineers. He was a member and past President of the Engineering Society of Baltimore and served as President of the Maryland Society of Professional Engineers. Mr. Spamer was a Special Technical Consultant to the Maryland Real Estate Board and a Technical Adviser to the Circuit Court for Baltimore County. He was active in the Boy Scouts of America, serving as an Assistant Scoutmaster for Troop 35 from 1960 through 1966. An avid reader, he was particularly fond of the public libraries wherever he lived or traveled. He is survived by his wife of sixty years, Lilly Coburn Spamer; a son, James S. Spamer II; a daughter, Lilly S. Baton; two grandchildren, Andrew F. Barton and Matthew W. Barton; a nephew who was like a son, Colonel Jason C. Seal, USMC; and numerous nieces, nephews, cousins, and friends whose lives he touched. In lieu of flowers, donations may be made to the Washington County Free Library/Smithsburg Library Building Fund in memory of James S. Spamer, 100 South Potomac Street, Hagerstown, MD 21740. Local arrangements are under the direction of Aycock Funeral Home, Stuart, FL.
