Frank O. Heintz, the recently retired president and chief executive officer of Baltimore Gas and Electric Co., was nominated yesterday by Baltimore County Executive James T. Smith Jr. to head the county Planning Board.
Heintz would replace Charles E. Klein, who served as chairman of the land use panel for two years. Klein, a nine-year member, stepped down from the board at the end of his three-year term last month.
Heintz, who lives in Towson, is a former state delegate and former chairman of the Maryland Public Service Commission. He also served on Vision 2030, a regional planning effort put together by Baltimore-area elected leaders in 2001 to review local transportation needs.
The executive's appointment of the board chairman must be approved by the County Council.
Also this week, Councilman Kevin Kamenetz announced that he has appointed Paul G. Miller of Lutherville, the former chief executive officer and chairman of Commercial Credit Co., to replace Alan M. Elkin as the 2nd District representative to the Planning Board.
Miller's appointment does not require council approval.
