Commissioners say 'no thanks' to flu clinic billboardsThe county commissioners rejected a $2,500 grant that would have paid to post the Health Department's fall flu clinic schedules on area billboards.

Although they said they realize the value of promoting the information, the commissioners have recently removed billboards from county property. To allow the advertising on billboards on private property would be inconsistent with the new policy, which is designed to improve aesthetics along county roadways, they said.


"We have to stick to it and not advertise on billboards," said Commissioner Perry L. Jones Jr. As a state agency, the Health Department is not bound by the county policy and could use the grant to advertise on billboards, said Commissioner Dean L. Minnich.

"We cannot bless this idea," he said.


County OKs $50 million bond issue for Fairhaven

The county commissioners approved the issuance of $50 million in bonds yesterday to finance renovation and expansion projects at Fairhaven Inc., a retirement community in Sykesville.

Before agreeing to issue the bonds, the commissioners secured a pledge from Fairhaven officials that they would be willing to consider increasing the $1.2 million they have already promised to spend on local road improvements.

Proceeds from the sale of the bonds would enable Fairhaven to finance its expansion project. The bonds do not constitute a general obligation debt to the county, officials said.

Carroll's share from 2003 drug seizures is $15,000

The county's share of federally seized money and assets from drug busts last year is $15,000.

The funds distributed by the Justice Department will help pay for local drug task force operations.

In another law enforcement matter, the county has organized a group to review future policing needs in the county and draft a transition policy should officials decide to establish a county police force. The panel includes Capt. Scott Yinger, commander of the Westminster State Police barracks; a representative from the Sheriff's Department; and several residents with law enforcement backgrounds.


$30,000 grant is sought for Gillis Falls Park trail

The county's Department of Recreation and Parks has applied for a $30,000 grant from the National Recreational Trails program. The money would help pay for the second phase of a five-mile linear trail planned for Gillis Falls Park near Mount Airy.

"It is the maximum available and only a small part of what we need for this project," said Richard Soisson, recreation and parks director. "We are still looking for other funding."

The project will cost an estimated $680,280.
