MIA names Loughran associate commissioner
The Maryland Insurance Administration appointed Kathleen G. Loughran as associate commissioner of policy and government affairs.
She has responsibility for evaluating insurance regulation and insurance market development issues, developing legislative positions and representing the commission before the General Assembly. Formerly with Prudential Healthcare of the Mid-Atlantic, the Towson resident is a graduate of St. Mary's College.
McCampbell is design chief for ICS Multimedia
ICS Multimedia appointed Bill McCampbell as director of instructional design and technology for the Severna Park-based developer of computer-based training and technology solutions. He supervises all aspects of instructional design and assist in developing new products and services.
A graduate of Virginia Military Institute, McCampbell earned his master's degree from Texas Christian University.

Columbia Bank promotes Canter to vice president
The Columbia Bank promoted Robert Canter to vice president for acquisition, development and construction lending for the Howard County financial institution. The Sparrows Point resident is a graduate of Towson University and a member of the Home Builders Association of Maryland, serving on its land development council.

ESPN Zone Baltimore names Minniti manager
ESPN Zone Baltimore named Dominic Minniti general manager of the Inner Harbor sports-themed dining and entertainment attraction. A resident of Perryville, he was formerly in management with Dave & Buster's restaurant.
