A former Baltimore County man was arrested in Virginia Tuesday in the 1990 killing of his brother-in-law, Anthony Lee Huff Sr. of Dundalk, county police said yesterday.
David Anthony Hands, 52, was arrested in Fredericksburg, Va., where he has been living. Hands was charged with first-degree murder and is being held without bail while authorities here seek his extradition, said Officer Shawn Vinson, a county police spokesman.
Huff, 39, was found in his van with multiple gunshot wounds outside a bar on North Point Boulevard in Dundalk on Feb. 14, 1990.
Huff was separated from his wife, Kathy Huff, who is Hands' sister. During their investigation, detectives learned that Kathy Huff stood to gain $149,000 in insurance benefits from the death of her husband, according to court papers. She has not been charged.
Detectives had not linked Hands to the crime until recently, when they developed new evidence, including tests showing that the bullets that killed Huff could have been fired from a .25-caliber semiautomatic handgun that he had lent to Hands, Vinson said.
