Annapolis would receive $1 million to renovate and expand its police headquarters on Taylor Avenue under Gov. Robert L. Ehrlich Jr.'s proposed fiscal 2004 capital budget.

City officials had been concerned for some time that the headquarters, built nearly 30 years ago, was not meeting the needs of the police force. For the past few months, Annapolis police have used temporary trailers next to the facility.

After the attacks of Sept. 11, 2001, Annapolis was identified as a potential terrorist target because it is the state capital and the site of the Naval Academy, police officials said.

The state money for the headquarters is part of a proposed $3.5 million allocation for the city's emergency management services.

"The expansion and upgrade of our police facilities is long overdue," Annapolis Mayor Ellen O. Moyer said in a statement. "We need a center capable of supporting high-tech demands for emergency management, public safety communications and additional personnel."

Lt. Greg Imhof of the Annapolis police said the state money was earmarked primarily for improving the Emergency Operations Center.

The total cost of renovation is about $7 million, with the city covering the remaining costs. The city will take bids in the fall and hopes to begin construction in January.
