Harford council OKs Harkins' nominees

THE BALTIMORE SUN

The Harford County Council approved the executive-branch agency appointments submitted by County Executive James M. Harkins at last week's business meeting.

Harkins renominated current directors in all agencies except the Department of Planning and Zoning. Joseph Kocy had announced his resignation last month, and the county has begun a nationwide search for his replacement, the executive said.

The renominations were unanimously approved by the council. They are A. Frank Carven III, county attorney; Mary F. Chance, director of community services; Amey L. Epstein, director of housing; James M. Jewell, treasurer; Richard D. Lynch, director of inspections, licenses and permits; and John J. O'Neill Jr., director of administration.

Also, Joseph E. Pfaff, director of parks and recreation; J. Thomas Sadowski, director of economic development; Merrie Street, director of governmental and community relations; James C. Richardson, director of human resources; and Jerald R. Wheeler, director of public works.
