Commissioners select county's budget manager as chief of staff

Steven D. Powell, who had managed Carroll County's budget for nearly 15 years, became the commissioners' chief of staff yesterday.

The previous board ran government without a chief of staff. County employees, who have said there is a need for more communication between the commissioners and themselves, recommended that the position be reinstated, said Commissioner Julia Walsh Gouge.

"Our employees want one voice coming from the board," Gouge said. "The chief of staff can do that."

Two weeks into their term, the commissioners agreed that there was no point in waiting to appoint a chief of staff, and Powell was a logical choice.

"Through the budget process, Steve has an understanding of the different departments," Gouge said. "He will work well with all the directors to coordinate government and keep it going."

Commissioner Dean L. Minnich said Powell's appointment would enhance communication and ensure consistency. Commissioner Perry L. Jones Jr. said Powell "exemplifies the team concept that we are trying to implement."

Powell, 44, promises to give the commissioners a comprehensive look at all the issues. He said he would work with the county departments "to insure whatever issues come before the board have been reviewed by all the agencies involved."

"I am looking forward to this opportunity to branch out into a broader arena," Powell said. "The county needs to speak with one voice. I hope to facilitate that."

The board also announced yesterday the promotion of Ted Zaleski, deputy director of management and budget, to director.

In addition to a chief of staff, each commissioner has appointed a personal assistant who will often stand in for them, do research on topical issues and meet with residents. The assistants will still answer directly to the commissioners.
