FULL TEXT OF CHARTER AMENDMENTS QUESTION A CHARTER AMENDMENT AN ACT concerning Charter Section 207 Revision of Councilmanic Districts FOR the purpose of amending the Baltimore County Charter to provide that the County Council shall establish a Councilmanic Redistricting Commission after each decennial census; specifying the composition of the Commission; requiring certain public hearings by the Commission and by the County Council; specifying the duties of the Commission and the County Council with respect to the revision of the councilmanic districts in effect at the time; providing that the final redistricting plan is not subject to Executive veto, but is subject to referendum; and generally relating to the revision of the councilmanic districts after each decennial census. BY repealing and re-enacting, with amendments Section 207 Article II. The County Council Baltimore County Charter SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF BALTIMORE COUNTY, MARYLAND, that, under the authority granted to it by Section 1202 of the Baltimore County Charter, Section 207 of Article II. The County Council, of the Baltimore County Charter, be and it is hereby proposed to be repealed and re-enacted, with amendments, to read as follows: Article II. The County Council Sec. 207. Revision of Councilmanic Districts. [At a legislative session-day of the county council, within three months after the publication of the decennial census figures of the United States Bureau of the Census, beginning with the 1980 census and every ten years thereafter, the county council shall include as an item of legislative business at said session the revision of the councilmanic districts of the county. The county council is hereby empowered by legislative acts adopted by the majority plus one of the total number of county council members established by this Charter, to revise, amend or reconstitute, but not to increase or decrease the number of the councilmanic districts in effect at such time.
