Two men were charged yesterday with attempted first-degree murder in the shooting Tuesday night of two teen-agers outside a Randallstown apartment building, county police said.

But the gunman in the shooting at the Cedar Gardens Apartments was being sought last night, said Lt. Michael Balog.

Arrested were Ralston Blake, 19, of Woodlawn and Raymarr Birkett, 19, of Randallstown, police said.
