Buffkins, Archie Lee
On October 3, 2002 DR. ARCHIE LEE BUFFKINS, 68 former Chancellor of the University of Maryland, Eastern Shore campus, at the Chesapeake Hospice House in Linthicum, MD battling pancreatic cancer. He is survived by one daughter LeRachel H. Buffkins; one grandson Jokob T. Buffkins of Laurel, MD; a sister Violet R. Parker of Capitol Heights, MD; a brother John W. Buffkins III of Memphis, TN; former wife Carol Yampolsky-Christian and a host of many other relatives. He served as head of the campus in the early seventies and was an early and active advocate of the concepts of multiculturalism and multiracialism in higher education. In his writings and speeches he has been quoted to say - The American society is, without a doubt, multiracial, therefore in the future higher education must become multiracial or it will not be relevant to and for the people.Dr. Buffkins career has been diverse but focus. Just prior to his death he served as President of the Legacy of Learning Corporation, a special unit of the Morgan Creek Productions James G. Robinson Foundation. The unit was created to assist in improving the quality of education in the Baltimore City public school system. Before then he served as Vice President for Corporate Affairs at Sinclair Broadcast Group, Inc. and before then he served as Interim President and Senior Vice President at Maryland Public Television. Prior to MPT Dr. Buffkins spent 14 years in several positions - Advisor to the Board Chairman, Director of Cultural Diversity and Consulting Producer- at the John F. Kennedy Center for the Performing Arts in D.C. While at the Kennedy Center he served as President of the Kennedy Centers National Commission of Blacks in the Performing Arts. The report of these national group recommended specific policies, personnel and programs changes, for the Kennedy Center and other major performing arts institutions throughout the country, that would improve the presence and participation of blacks. Before the Kennedy Center it was higher education exclusively. He was Assistant Dean for Graduate Studies at the University of Maryland, College Park campus; Executive Assistant to the Chancellor of the University of Maine 13 campus system; Professor and Chairman of the Department of Music at Rhode Island College Professor of Music and Director of Graduate Studies in Music at Texas Southern University; Associate Professor and Head of the Department of Music at Kentucky State University; Instructor of Music at Jackson State University and Music Choral Director at Morristown College. As Assistant Dean at the College Park campus, he founded and convened The First National Think Tank on Blacks in Predominantly White Colleges and Universities. Its final report recommended specific that could address the problems and possibilities of more blacks on these campuses. Dr. Buffkins is a native of Memphis, Tennessee. He received his bachelors degree in music education from Jackson State University and his masters and doctorate degrees in music and music education from Columbia University. He did further study at the Chicago Conservatory of Music, The University of Maine School of Law at Portland, Tel Aviv University and Harvard University. In addition to being an educator, administrator and corporate executive Dr. Buffkins has served on several presidential, gubernatorial, and community boards, councils, committees and commissions. President Gerald R. Ford, in 1974, appointed him to the National Advisory Council on Adult Education; Rhode Island Governor John H. Chafe, in 1969, appointed him to the Rhode Island State Council on the Arts; Governor Harry Hughes appointed him to the Maryland Public Broadcasting Commission in 1981. Governor Parris Glendening appointed him to the Maryland Commission 2000 in 1999 and in 2000 Governor Glendening appointed him to the St. Marys College of Maryland Board of Trustees. On October 1, 2002, Mr. WILLIAM J. ROACH, age 85, died. He was born in Baltimore, MD, on May 30, 1917 and married the former Eleanore Tripp of Muskegon, Michigan, in 1947. Mr. Roach was in the U.S. Navy and the Merchant Marines, serving his country during World War II in the U.S. Coast Guard. After retiring from auto sales positions, he was employed as a Design Engineer at B&B; Design, Gardener Denver until 1980. Mr. Roach was a member of St. Gregorys Episcopal Church and Muskegon Ys Men Club. He enjoyed oil painting and playing the organ. He is survived by his son, Eric (Susan Elder) Roach of Okemos, MI; his daughter, Dr. Hazel (Dr. Paul, PHD) Delcourt, PHD of Knoxville, TN; two grandchildren, Michelle Delcourt and Steffi Delcourt; one sister, Dorothy Budres of Essex, MD; one brother, Charles R. Budres Jr. of Milton, CT. He was preceded in death by his mother and stepfather, Charles R. and Marie (Struck) Budres of Baltimore and in 1996 by his wife, Eleanore Roach.
