A Harford County man was killed yesterday afternoon when he was struck by a van while talking to another man on the shoulder of Interstate 95 near Jessup, state police said.

The men were standing near their pickup trucks parked on the northbound shoulder near Route 175 about 3:35 p.m. when the victim was struck by a 2001 Dodge Caravan operated by William Charles Work, 52, of Elkridge, police said.

Killed by the impact was Michael Dwayne Williams, 34, of Abingdon, police said.

Neither the other man nor the van's driver was hurt, authorities added.
