Two members of the Anne Arundel County Council want to hire outside experts to review documents regarding the proposed redevelopment of the former David Taylor Research Center near Annapolis.

Council members Barbara D. Samorajczyk, an Annapolis Democrat, and Cathleen M. Vitale, a Severna Park Republican, sent a memo to colleagues Monday outlining the idea. Four out of seven council members must sign off on the plan before any expert can be hired. So far, only council member John J. Klocko III, a Crofton Republican, has responded to the memo.

Samorajczyk said yesterday that she hopes she and Vitale will get the support they need to retain an attorney and traffic consultant before Aug. 5, the date of the next council meeting. With Klocko on their side, they need one more vote.

Samorajczyk has been critical of legislation and legal documents that will initiate a decade or more of commercial development at the former Navy base. She worries that rules pertaining to employee caps and traffic counts included in the redevelopment agreement between the county and developers Annapolis Partners could be struck down in court. She has also questioned the developers' financial strength.
