Gov. Parris N. Glendening announced yesterday the reappointments of two members of the University System of Maryland's Board of Regents, and named one new regent.
The new regent, Orlan M. Johnson, a lawyer who practices in Washington, replaces Louise Michaux Gonzales, who had served one term, since July 1, 1997.
Those reappointed to five-year terms effective July 1 were Thomas B. Finan Jr., a business and investment consultant, and Patricia S. Florestano, a former Maryland secretary of higher education.
Johnson, 40, is a lawyer in the Washington offices of Milbank, Tweed, Hadley & McCloy, a Wall Street-based international law firm. He is co-manager of the firm's energy regulatory practice.
Johnson earned his law degree from Howard University in 1987 and has been an adjunct professor there since 1994.
Finan has served on the Board of Regents since August 1995, when he was appointed to fill an unexpired term; Florestano was named to the board in March 2001.
The Board of Regents is the governing body of the University System of Maryland and is composed of 15 at-large members and one student member. Members may serve up to two consecutive five-year terms and are appointed by the governor.
