Howard to borrow $1 million less in 2003


Howard County will borrow $1 million less next year and go forward with courthouse renovations and restoration of the Blandair mansion in Columbia - thanks to a portion of the additional $4.5 million in state funding the county will receive for school construction.

County Executive James N. Robey said he would use the money to replace $1 million the county planned to borrow by selling bonds, $300,000 for a planned Circuit Court renovation project to add a new courtroom and several jury rooms, and $100,000 to start renovations on the mansion, which the county bought for use as a park.

Robey said he would decide how to use county funds replaced by the other $3.1 million in state money by next week.
