County commissioners to hold public hearing on water amendment
The County commissioners will hold a public hearing on an amendment to the 1999 water and sewerage master plan from 7 p.m. to 9 p.m. tomorrow at the Sykesville-Freedom District Fire Department.
The amendment concerns the planned Piney Run Water Treatment Plant and Carroll County Water Resource Protection Policies and Programs to reflect the county's current plans for developing the Piney Run Reservoir as a water supply source and current measures to protect the county's water resources.
The proposed amendment is available for inspection in Room 204 of the County Office Building, 225 N. Center St., Westminster, at all public library branches and on the county Web site at http://ccgov.carr.org.
Spring gala to feature music of jazz ensemble
Target Community and Educational Services will hold its 15th annual spring gala from 6:30 p.m. to midnight March 23 at Wilhelm Ltd. Caterers in Westminster.
"An Evening On Broadway" will feature entertainment by Spectrum, the Western Maryland College Jazz Ensemble, and Audrey and Joe Cimino.
A silent auction will be held.
Black tie is optional.
Tickets are $100. Tables are $1,000. Corporate tables are $2,000 and $5,000.
Reservations are required by March 11.
Maryland United Way offering free handbooks
United Way of Central Maryland offers a free handbook, Help in Hard Times, for those who need help during difficult economic times.
The manual includes phone numbers and addresses for government and nonprofit agencies whose services range from legal assistance to emergency housing.
The booklet also contains a sample letter to a creditor and advice on such topics as renters' rights, job hunting and mental health.
United Way is distributing the booklet in Central Maryland.
Meals on Wheels seeks volunteers for deliveries
Meals on Wheels of Carroll County seeks volunteers to deliver meals to the homebound or elderly twice a day.
Two nutritious meals are delivered to clients between 11 a.m. and 1:30 p.m. every weekday, including holidays. Volunteers are needed for deliveries, shopping and other duties.

Area Boy Scout council presents award to adviser
The Baltimore Area Council of Boy Scouts of America recently presented Gabriel "Fred" Vigeveno of Carroll County with the Silver Bear Award in recognition of his exceptional service to youth.
A deputy district commissioner, Vigeveno performs his training and commissioner duties according to the principles of Scouting.
Throughout his 29 years with the Scouts, he has proved his skills as a listener and helper of youth. His titles include associate adviser, adviser, committee chair, chartered organization representative, Roundtable and unit commissioner.
Vigeveno's awards include Scoutmaster's Key, Wood Badge, Arrowhead Award and Award of Merit.
