Annapolis council to take comments on First Night lease
The Annapolis city council will meet at 7 p.m. tomorrow to hear public comment on a proposed five-year lease of city property to First Night Annapolis Inc. for its annual alcohol-free New Year's Eve celebration.
First Night and the city engaged in a dispute last year over the organization's lease, because of an ordinance requiring the city to charge all event organizers for use of city facilities and services.
The issue was resolved when USinternetworking donated $18,000 to help cover the tab.
Under the proposed lease, First Night would be charged for half of all costs incurred by the city in connection with the event, including police overtime and cleanup, plus $500 for use of the properties, or a flat fee of $20,000 - whichever is less.
The council will also hear comment on an ordinance to rezone a portion of Anne Arundel Medical Center's downtown property to professional office from conservation residence district in connection with its planned Madison Homes development.
President, member named to county's ag board
County Executive Janet S. Owens has named member Manning Barksdale as chairman of Anne Arundel's Agricultural Preservation Board and has appointed Christine Claggett to the board.
Barksdale, a grain and tobacco farmer in Lothian, has served on the board since May 1997.
He succeeds Lewis McDonald, who is leaving the board after five years.
Claggett, whose family has a long history in agriculture, operates Larking Hill Farm in Harwood, and breeds and boards horses.
The board has five members, who serve without compensation.
Three must be owner-operators of commercial farms and earn at least half of their income from farming.
The panel advises the executive and the county council on the establishment of agricultural districts and purchase of easements.
Arnold YWCA to present 1-day baby-sitting classes
One-day baby-sitting classes for children ages 13 and older will be presented at the YWCA in Arnold on Saturdays next month, in November and in December.
The classes will address child development, how to deal with difficult situations, responsibilities of a baby sitter, marketing and fun activities. Participants will receive a certificate.
The classes will be presented from 10 a.m. to 1:30 p.m. Oct. 7; from 2 p.m. to 5:30 p.m. Nov. 18; and from 10 a.m. to 1:30 p.m. Dec. 2.
Cost is $20 for YWCA members and $25 for nonmembers.

Golf tournament to benefit breast cancer aid group
The Millennium Digital Golf Tournament to benefit Stepping Out for Breast Cancer will take place Oct. 2 at Chartwell Country Club in Severna Park.
Registration will begin at 8 a.m.; a shotgun start will be at 9 a.m. The cost is $475 for foursomes and $125 for individuals. The cost includes an awards banquet and prizes.
The event is held in connection with national Breast Cancer Awareness Month. Last year it raised $8,000 for the Stepping Out volunteer group, which provides assistance to women with the disease.
