Rather than force an unwanted addition upon Spring Garden Elementary School, the Carroll County Board of Education and the Carroll County commissioners agreed last night to try to meet the concerns of parents and elected officials in Hampstead.
The project had been approved for about a year when Hampstead Mayor Christopher M. Nevin told the school board May 30 that the town would not approve plans for the project -- a six-classroom addition for another 150 children.
The mayor and PTA leaders said that adding classrooms would strain core facilities such as the cafeteria and library at the school, which is expected to be well over capacity in a few years.
The school construction supervisor was notified Monday that the site plan for the $1.25 million project has expired and that the town would not issue a grading permit, Superintendent William H. Hyde told the commissioners and school board members at the joint meeting. Both bodies then voted unanimously to hold a closed session to seek legal advice.
After the closed session, the members agreed to try to find a way to expand the shared facilities at the school and to seek the town's cooperation.
The school board and commissioners were concerned that they might lose half a million dollars in state construction money approved for the project.
But Kathleen Sanner, director of school support services, said the school staff could work with the state to keep the money available.
