Elam named VP in Fannie Mae Southeast Office

David K. Elam Sr., who for the past five years has served as director of Fannie Mae's Baltimore Partnership Office, has been named vice president for housing and community development for the Southeastern Regional Office.

Elam, who will work out of Atlanta, will be responsible for implementing initiatives for low- and moderate-income homebuyers and developing partnerships for Fannie Mae.

While director, Elam helped oversee Fannie Mae's five-year "HouseBaltimore" investment plan to finance $4.2 billion in affordable housing for 40,000 families in greater Baltimore.

Before joining Fannie Mae, Elam was development director for the city's Department of Housing and Community Development. During his tenure, the department assisted in more than $300 million in development projects throughout Baltimore.

From 1985 to 1989, Elam worked for the Market Center Development Corp. of Baltimore, where he was treasurer and vice president for finance and administration.

"David has extensive experience in building housing alliances with both public and private partners to address the unmet housing needs of low- and moderate-income housing," said Fannie Mae Senior Vice President Phil Weber.
