Police Blotter is a sampling of crimes in Baltimore City and Baltimore County.

Baltimore City

Central District

Carjacking: A man, 19, was hacking -- acting as an unlicensed cabdriver -- in the 1200 block of Pennsylvania Ave. about 11 p.m. Sunday when he picked up two men. The men pulled handguns, struck him in the head, robbed him of $120, forced him from his gold-colored 1998 Ford Taurus station wagon and drove off.

Drug arrests: At least 15 men and women were arrested on drug charges yesterday inside and outside Lafayette Market in the 1700 block of Pennsylvania Ave. Lt. Deborah Owens said the arrests occurred after residents complained of drug activity around the public market. Owens said some of those arrested had been sought on outstanding warrants.

Theft/Arrest: Officer Joseph O'Neill was in the first block of W. Lafayette Ave. on Saturday when he noticed that the window of a Ford automobile was broken and a man was inside the vehicle. He arrested the man and recovered a mobile telephone, two purses and an electronic planner. Richard Lee Rayford, 40, of the 3500 block of Clifton Ave. was charged with theft and processed at Central Booking and Intake Center.

Baltimore County

Parkville Precinct

Burglary: Two purses, watches, cash, checkbooks and a duffel bag, all valued at more than $200, were stolen Saturday from a house in the first block of Tadmore Court.

Arrest: Timothy E. Williams, 24, of the 2800 block of Kennedy Ave. was arrested Thursday on a warrant charging him with first-degree murder in the beating of Thomas Phillips, 46, of the 1700 block of Carswell St. during the robbery March 5 of a carryout restaurant in the 2700 block of Harford Road

Arrest: John L. Cooley, 26, was arrested Saturday at home in the 1500 block of Baker St. on a warrant charging him with first-degree murder in the shooting Jan. 19 of Reginald Lee, 21, of the 500 block of Gold St. Lee was shot in the 1500 block of N. Mount St.
