Vote 'yes' on city bonds; Loan referendum: The city could undertake many civic improvements is voters approve $41 million in borrowing.


WE STRONGLY urge Baltimore voters to vote "yes" on Questions A through K when they go to the polls on Tuesday. An affirmative vote would allow the city to borrow $41 million for civic improvements ranging from school repairs to developing a new East Baltimore industrial park.

Historically, Baltimore has been conservative in issuing bonds. This time is no exception: Voters are being asked to authorize a total well below the city's debt capacity, a yardstick used by Wall Street rating agencies in assessing credit worthiness.

Question A is a $13 million loan to finance community development projects.

Question B would channel $1 million toward new or improved police facilities.

Question C would authorize borrowing $8 million to develop an industrial park on property at Boston and Conkling streets.

Question D is a $2 million loan to improve recreation facilities.

Question E would earmark $1 million for the Enoch Pratt Free Library to create a Southeastern District regional library. No site has been selected. Two locations under consideration are 3801 Eastern Ave., currently a grocery store, and 511 S. Conkling St.

Question F amounts to $1 million and would enable the Living Classrooms Foundation to start an education center in Fells Point on the site of an early African-American-owned shipyard.

Question G would allocate $1 million for improvements to the Myerhoff Symphony Hall.

Question H would designate $1 million for construction projects at the Baltimore Museum of Art.

Question I would authorize $500,000 for the Maryland Historical Society's expansion plans.

Question J would advance $500,000 for improvements at Center Stage theater.

Question K would give the city school system $12 million to upgrade old facilities and construct classrooms.

All these bond questions deserve to be approved.
