Agency chooses head for economic incubator

The Howard County Economic Development Authority has appointed Michael Haines as director of Business Development for the authority's new incubator complex -- the Center for Business & Technology Development.

The center -- expected to open early next year -- will support start-up technology companies in telecommunications and computer software/hardware development. The authority's Business Resource Center also will be located in the new facility.

The center will be located in the former Allied Signal building at 1 Bendix Road, off Route 108 in Ellicott City.

Haines will be responsible for designing and maintaining incubator programs and services. As primary contact for incubator tenants, he will monitor their progress, enforce entrance and exit criteria and ensure that tenants receive appropriate business development and support services.

Haines was president and chief operating officer of Life Sciences Corp. in Gaithersburg. The company provides information management services for state and local administrations.


Bruce I. Rothschild has been named senior vice president and general counsel at the Columbia-based Amerix Corp. Rothschild joined Amerix, a service provider to the credit counseling industry, after 19 years at the Rouse Co. He is president of the Columbia Foundation.

Peter A. Suazo has assumed duties as acting executive director for the Mediation and Conflict Resolution Center of Howard County. He recently retired from the Export-Import Bank of the United States.

Bruce C. Miller,a retired Air

Miller Force major, has recently joined the investment management firm of Baltimore-Washington Financial Advisors Inc. in Ellicott City. He will assist in asset management portfolio design.
