2 men arrested, charged with possession of LSD, marijuana


Two Westminster men were arrested on drug charges early Sunday after a police officer stopped a 1994 Chevrolet on a traffic charge and found bags of suspected marijuana, city police said.

Joseph D. Mroczka, 19, of the 2300 block of Mayberry Road and Jonathan G. Kelvey, 18, of the first block of Westmoreland St. were stopped near Union Street and Pennsylvania Avenue shortly after 1 a.m., court documents show. Mroczka, the driver, allegedly drove into the eastbound lane of Union Street, while turning west from Pennsylvania Avenue, according to court records.

In his charging statements, Patrolman 1st Class Mark Shobert, a nine-year veteran with Westminster Police Department, said he saw cigarette rolling papers, suspected drug paraphernalia on the car's dash and smelled suspected marijuana. He arrested the men and, after searching further, found six bags of suspected marijuana, nine individually wrapped sugar cubes laced with suspected LSD, a bottle of suspected liquid LSD and a set of scales.

Shobert said Mroczka told him the cubes were laced with LSD without being questioned.

Capt. Dean Brewer said the suspected marijuana was packaged in $20 bags and the sugar cubes would sell for $3 or $4 each in the open drug market.

Both men were charged on two counts each of possession of a controlled dangerous substance, possession of drug paraphernalia and possession with intent to distribute the drugs, court records show. Mroczka also was charged with negligent driving, court records show.

Kelvey was released on an unsecured $25,000 bail and Mroczka was released after posting 10 percent of his $25,000 bail.
