Howard County school officials are recommending a raise for substitute teachers, as well as the expansion of an incentive program for retired teachers.

At a school board meeting last night, Kirk A. Thompson, a human resources specialist with the school system, proposed a $10-a-day increase for substitutes.

That means a substitute teacher with a college degree would receive $75 a day, up from the current $65. A substitute without a degree would receive $65, and those with less than 60 hours of college credit would continue to be paid $55 daily.

Retired Howard County teachers who are substitutes now receive $93 a day. If the board adopts the salary proposal, all retired teachers who substitute would get $93 daily.

According to a report, the raises would cost the school system $202,400 for the 1999-2000 school year.

The proposed increases are based on what neighboring counties pay substitute teachers, Thompson said.

The plan would go into effect Jan. 24.
