Davon William Jasper, 2 1/2, who nearly drowned at Cascade Lake near Westminster earlier this week, was declared dead yesterday at Sinai Hospital, where he had been on life support since Monday evening.

Andrea Gwynn, the Arbutus child-care provider who operated Basically Kids and supervised the field trip to the lake, voluntarily surrendered her state license on Tuesday, authorities said.

Davon, of Forest Park, was found in 4 feet of water. Child care regulations state that when the water "is over any child's chest and the child cannot swim, an additional adult shall be present to supervise the child."
