The Ravens have filed a tampering complaint against the Redskins, charging the Washington franchise with violating league rules in its recruitment of a top Ravens marketing executive.

David Cope, 35, a resident of Bethesda, will become an executive vice president in charge of marketing, public relations and stadium operation, for the Redskins. He had been the Ravens' vice president of sales and marketing.

NFL spokeswoman Leslie Hammond said the Ravens filed the grievance this week over the hiring, alleging it violated league rules that require teams to seek permission from another franchise before attempting to hire away employees.

NFL commissioner Paul Tagliabue will review the complaint and could dismiss it or fine the Redskins, Hammond said.

"We feel that proper protocol has not been filed," Ravens spokesman Kevin Byrne said.

The grievance was first reported in yesterday's Washington Post and Washington Times.
