Because of erroneous information provided by Baltimore County police, a news brief in yesterday's editions about Joseph N. McGowan, who heads the department's training academy, included incorrect information. McGowan, 72, who has headed the academy since 1996, came to the department in 1990 after a career at Bethlehem Steel Corp.
