Five police officers honored by foundation at 19th awards dinner
HUNT VALLEY -- Five officers were honored at the Baltimore County Police Foundation's 19th annual awards dinner yesterday.
Auxiliary Officer Kenneth D. Westervelt received the valor award. The crime prevention award was given to Detective Christopher T. McDonold and the community service award to Officer Earnest L. Sasser. Officer Jill A. Devereux was recognized for exceptional police performance and Lt. Michael F. Lynch for distinguished contribution to the profession.
Chief Terrence B. Sheridan and foundation President Robert W. Bonas presented the awards. Jules J. Bonavolonta, vice chairman of MBNA America, was the speaker.
Fullerton Elementary pupils to collect food for churches
OVERLEA -- Pupils from Fullerton Elementary School will be preparing bags today for the food pantries at St. Michael the Archangel Roman Catholic Church and St. Peter's Evangelical Lutheran Church.
The pupils, who have been collecting food, also will be presented with $200 worth of products from BJ's Wholesale Club and Procter & Gamble Co.
Fullerton is one of 80 schools participating in Community S.M.A.R.T.S. (Students Making a Road to Service), a program sponsored by the two companies. This spring, the school will receive a $1,000 community service award from the program.
Education to be discussed at Perry Hall meeting
PERRY HALL -- Democratic Rep. Benjamin L. Cardin will hold a town meeting at 7 p.m. Monday with Maryland schools Superintendent Nancy S. Grasmick.
The meeting will discuss the best ways to improve education, focusing on school construction and the need for more teachers and more accountability.
The meeting will be held at Perry Hall Elementary School, 9021 Belair Road.

Monthly fine to increase on unpaid parking tickets
Mayor Kurt L. Schmoke said yesterday that he has signed into law a measure that will increase the monthly fine for unpaid parking tickets from $8 to $12, beginning July 1, generating $1.2 million in revenue.
Under the law, the penalty will increase to $16 a month on July 1, 2000.
Free tax-filing help offered to low-income wage earners
City residents who qualify for earned income credit and need assistance filling out their 1998 income tax returns can get free help at several Neighborhood Service Centers through April 15.
The Volunteer Income Assistance Program is sponsored by the Internal Revenue Service to offer to low-income wage earners and others eligible for an earned income credit.
These Neighborhood Service Centers are participating in the program: Northern, 5224 York Road; Northwestern, 3939 Reisterstown Road; Southeastern, 101 S. Ellwood Ave.; Southwestern, 31 S. Payson St.; Central, 1901 Pennsylvania Ave.; and Western, 1114 N. Mount St. Information: 410-396-7777.
Easter egg hunt scheduled Sunday at Druid Hill Park
The Baltimore Conservatory of the Department of Recreation and Parks will hold its annual Easter egg hunt for children ages 10 years old and younger at 1: 30 p.m. Sunday at Druid Hill Park.
The event will include music, games, face painting and a visit by the Easter Bunny. Admission is free, but parents are asked to bring bags or baskets for the hunt. Information: 410-396-0180.
