Defense companies to lease space at base from county; U.S. turned Navy center over to Anne Arundel

THE BALTIMORE SUN

Anne Arundel County Executive Janet S. Owens is scheduled to announce today that three defense contractors are among the five companies that will use a Navy base on the Severn River after the Navy moves out in December.

The moves will bring about 90 employees to the 42-acre David Taylor Research Center, a Navy research complex the U.S. government is turning over to the county for civilian use, according to a county news release.

The transformation of the 75-building center on the north bank of the Severn across from the Naval Academy is part of a national cost-cutting effort ordered by the Defense Base Realignment and Closure Act.

Andrew C. Carpenter, spokesman for the county executive, said yesterday that Owens will announce the details of the leases the county is signing with the companies at a news conference at 2 p.m. today.

The VECTOR Research Division of Analysis and Technology Inc., a Rockville-based company that develops machinery for the Navy and the commercial marine industry, will lease 20,000 square feet at the Taylor center.

"Anne Arundel County is an ideal location for a machinery organization like VECTOR Research, which specializes in research and development for the Navy and commercial customers," said Timothy Doyle, head of machinery systems for the company.

"The David Taylor Research Center has been the historic home of the Navy's machinery research community. As a result, the area has a high concentration of uniquely skilled and experienced machinery professionals."

Laurel-based Maritime Applied Physics Corp., a defense contracting company that designs ships for the Navy, will lease almost 12,000 square feet.

Virginia-based Noesis Inc., a Navy contractor, plans to lease almost 4,000 square feet.

"Noesis' interest in establishing a business base in Maryland, especially in Annapolis at the David Taylor Research Center, is in keeping with our long relationship with the Department of the Navy," Richard Martin, president of Noesis, said in the news release.

Children's Theater of Annapolis Inc., a nonprofit theater company, plans to lease 2,514 square feet at a Navy site on Bay Head Road near the Bay Bridge.

Rendezvous Inc., an Annapolis-area caterer, plans to lease 6,455 square feet at the Taylor center's main cafeteria.
