Sheriff revises staffing for department and jail; Requests, skills weighed in choices, Tregoning says

Efficiency, accountability and advancement opportunity were the reasons behind a staff reorganization in the county sheriff's department and the detention center, Sheriff Kenneth L. Tregoning said.

Tregoning said he weighed the requests, skills and abilities of all concerned before announcing the personnel changes for 30 deputies. The changes will take effect April 1.

The cost of promotions will be covered by transferring money allocated for positions that have remained vacant, Tregoning said Friday.

The promotions and transfers provide enhanced leadership and ensure that commissioned officers are on duty 24 hours a day at the Carroll County Detention Center, he said.

Reclassifications within the detention center include:

To major: Steve Turvin, assistant warden.

To 1st lieutenant: Mark Peregoy and Brian Burk.

To 2nd lieutenant: Charles Stonesifer, Edward Spencer, Ronald Bollinger and William Monaghan.

To corporal: Walter Royster, supervisor of work release.

To food service director: Janet Gates.

Promotions and transfers within Sheriff's Services include: To 2nd lieutenant: Charles Paulsen, from court security to patrol division commander; and William Smith, from detention center to special operations commander.

To sergeant: Clarence Lust, from criminal investigation to supervisor, criminal investigation; and David Valentine, from detention center to patrol B supervisor.

To corporal: Bradley Brown; James Fisher; Edward Smith, from detention center to criminal investigation; and Tina Ray, from court security to domestic violence unit.

To executive secretary: Linda Giles.

Transfers include:

1st Lt. William Thomas, from detention center to court security commander; Sgt. Richard Bader, from patrol B to court security supervisor; Sgt. Paul Nolte, from patrol A to training officer; Cpl. Timmy Schaeffer, from D.A.R.E. program to patrol A corporal; Cpl. Brian Geiman, from patrol A to D.A.R.E. program.

Also:

Deputy 1st Class John Shippee, from criminal investigation to patrol A; Deputy 1st Class R. Clint Cromwell, from criminal investigation to patrol B; Deputy 1st Class Harold Nixon, from child support to support services; Deputy 1st Class Jay Prise, from court security to criminal investigation; and Deputy 1st Class Robert Isennock, from patrol A to court security.
