The county Board of Zoning Appeals has approved a conditional-use request to renovate a portion of Oakland Manor in Eldersburg for a licensed adult medical services day program.

Oakland Manor is a 60-bed licensed domiciliary care facility, owned and operated by Jeffrey Pepper at 2810 Kaywood Place.

Pepper wants to renovate the lower level of the building and use it as a day-care facility for the elderly. The lower level now is used for six assisted-living units, which would be remodeled for day care.

The day-care program would operate from 8 a.m. to 7 p.m. every day, with a maximum of 40 participants. Seven additional employees would be needed to operate the unit.

The board approved the conditional use after agreeing with Pepper on the need for such a facility in the area. Oakland Manor has operated more than 35 years at its location.
