Work-release inmate charged in beating


An inmate at the Carroll County Detention Center was arrested by state police yesterday on first-degree assault charges after a woman was beaten Sunday while he was free on work-release.

Charles Anthony Frock, 33, of the 1700 block of Old Westminster Road was being held without bail at the county jail, and his work-release status has been revoked, authorities said.

Frock is serving 18 months for assault and reckless endangerment. He was convicted in August of shooting a Westminster man in the hip on March 15 over a $15 debt.

In the Sunday incident, police responded to a Westminster residence where a woman had reported being severely beaten at Frock's home on Old Westminster Road about 2 p.m.

The woman's condition was not available.
