ACLU to discuss parade law with officials of town

The American Civil Liberties Union plans to meet with officials of an Eastern Shore town to discuss an ordinance regulating parades that was adopted recently in the wake of a gay resident's plans to organize an event celebrating homosexuality.

Town officials drafted the measure after Ricky Everett, 21, said he would organize a parade promoting gay rights Aug. 28, through Millington, a Kent County community of about 450.

The law requires parade sponsors to give the town two weeks' notice, provide traffic control and clean up after the event. It also requires organizers to obtain insurance. The Supreme Court has ruled that such a requirement is unconstitutional.

Mayor R. Dennis Hager said he and other town officials will talk to the ACLU about the insurance requirement.

"If Mr. Everett or anybody else wants to bring a parade down the two main streets of Millington, which are state roads, they're going to have to meet the same requirements as everyone else," Hager said last night. "They have to have a plan."
