New positions

Edelman, Fennell take posts with convention association

The Baltimore Area Convention & Visitors Association named Stefanie Edelman and Dion T. Fennell to the staff of the area promotion bureau.

Edelman, a graduate of Johnson & Wales University in Rhode Island, will serve as director of convention services and housing. She formerly was director of catering and convention services at the Hyatt Dulles in Herndon, Va.. Before that, she spent seven years at the Hyatt Regency in Baltimore.

Fennell, a Baltimore native, has taken the post of national sales manager. He owned his own insurance agency before joining BACVA.

Alan Luba is manager at Keller Bruner & Co.

Keller Bruner & Co. LLC, an accounting and business management firm, hired Alan Luba as manager of its human resources consulting practice. A graduate of American University, Luba is experienced in employee relations, change management and department creation. Before joining the Bethesda-based firm, he ran his own consulting practice. He is active in the Association for Corporate Growth, the Committee for Dulles and the Herndon Chamber of Commerce in Virginia.

Banking and finance

Anderson, Loys named VPs at Provident Bank of Md.

Provident Bank of Maryland promoted Joseph C. Anderson to senior vice president and hired Frank R. Loys as vice president/insurance director.

Anderson is asset acquisition manager of Provident's consumer lending division. Before joining Provident in 1991, the Towson University graduate was credit manager and assistant vice president for Maryland National Bank in Columbia.

Loys will manage the insurance division of the bank's Provident Investment Center subsidiary. He formerly was an insurance representative with Laurel-based Benefits Resources. The Ellicott City resident is a graduate of the Columbia and State Electronics Radio & Broadcasting School.

Legal and insurance

Westermeier is partner at Piper & Marbury

Piper & Marbury said J. T. Westermeier joined the Baltimore law firm as a partner in its venture capital and emerging growth practice group. A graduate of the U.S. Military Academy, he holds an MBA from George Washington University and a law degree from American University, where he was articles editor of the Law Review. He formerly was with Fenwick & West LLC, where he headed computer law section of the Silicon Valley firm's Washington office. JDB Engineering named Rodger C. Lease to its staff as a mechanical engineer.

The Pennsylvania State University graduate and registered professional engineer will have responsibility for design and specifications of heating, ventilation, air conditioning and process systems for the York, Pa.-based regional firm, which also has an office in Timonium.
