An informant's tip and a 20-gauge rifled slug led police to arrest a 28-year-old man on attempted-murder and related charges stemming from a shooting Tuesday outside a Westminster apartment complex.

Larry L. Billings of the first block of Sullivan Ave. in Westminster was being held without bail at the Carroll County Detention Center. He is also charged with first- and second-degree assault and reckless endangerment.

Tyson Brandenburg, 42, of East George Street in Westminster suffered a gunshot wound to the lower left leg about 11: 30 p.m. after he drove away from a group of people standing outside apartments on Sullivan Avenue.

A 20-gauge Sabot rifled slug was found inside the passenger's door of Brandenburg's van after it had passed through the driver's-side door, his leg, a plastic cooler and the internal door panel on the passenger's side, police said.

An informant, who was not named in charging documents, told investigators that a man named Larry had carried a rifle or shotgun from a Sullivan Avenue apartment early Wednesday, police said.

After obtaining a search warrant, police went to the suspect's apartment and arrested him outside.

They reported finding a 20-gauge shotgun and a 20-gauge Sabot rifled shell inside his apartment.
